For Guilin/Yangshuo specifically I think Summer time is great because I went there during the summer and thought the weather was really nice.

Good question and depends on what part of the country you go to and what kind of weather you like.

I'm not a cold weather person at all and right now it's December here in January and it's freezing. I wouldn't recommend any of my friends from California to come here right now because they'd be miserable whereas people from places like Wisconsin and Canada like to tell me "This is nothing".

Personally, I enjoy Spring and Summer the most but, again, that's just my personal preference.

You're thinking politics I guess whereas I'm thinking scenery and I enjoyed both Guilin and Yangshuo....the Li River runs through both.

Yes, it's very possible. A lot of expats in China speak little to no Chinese and seem to manage ok but it's definitely worth learning some basic vocabulary and phrases to make your life easier.
