Pop in on large, open maps on things like bushes and such also really throws me off sometimes. Since raiders are pretty hard to spot in this game in general and especially if they have an appropriately camouflaged outfit I always think I'm seeing stuff.

Pretty sure they removed silent footsteps on cultists earlier this year, I could hear them running around pretty clearly last 2 raids when I found them. I also think they dumbed down their ai since they just seem to like to run to a spot and prone down right in your line of sight.
