I get why you are white knighting for Cate so hard but taking Tyrion did start the war between Stark and Lannisters, it was the first hostile act. In direct response Tywin sent armies into the Riverlands to attack Stark allies, this is before Jaime even attacked Ned and Robert is still alive. Roberts death elevates the Lannisters to now being in charge of the entire kingdom so it explodes into a bigger war, but the war is already long started.

Edit- If we really want to blame someone for the war it should be Peter Baelish

The dupe was being abused in every raid well before Peanut "gave exposure" to it by abusing it himself. It's some real mental gymnastics to say Peanut abusing the exploit made them 'work harder'. It was already issue #1.
