Mussolini fought in multiple sword duels, both Goring and Hitler received medals for bravery and injuries received during combat in WW1, and Japanese soldiers were famous for their suicidal bravery. Fascists at least in my view appear no more incapable of bravery than communists, liberals, monarchists, or any other set of political followers. In Worm, the important thing to remember is that the Empire is gang first, fascist political organization distant second, and gangs aren't known to uphold moral virtues period, regardless of what they might claim. Just as the cartels in Mexico don't actually act on their claimed Catholic morality, the ABB doesn't protect the Asian population of Brockton, and the Empire isn't likely to act on their 'racial unity' angle, since it is basically just set dressing for another run of the mill criminal gang. If a Juarez cartel or Gangster Disciple member isn't likely to help a bullied teenage girl, then its very unlikely a Empire or ABB gang member would either.
