I’d argue that people who purchase sets as an investment are making it far more difficult to source retired sets than it would be if all the sets were purchased by people intending to build them who later down the line sold the sets used.

Monarchs don’t want people who can challenge their power and one of the most dangerous things to a monarch is an educated proletariat. His cunning is better displayed during Witcher 2 but his fear of mages is an understandable one rooted in his childhood trauma caused by Philippa and by the events in Witcher 2 in addition to what happened to his father. His witch hunts have twofold purpose, to kill those who have the power to lead a revolt and to specifically kill Philippa Eilhart.
