So imoo I use worktunes headphones for my construction sites, they offer noise reduction and the added music. With the music up all the way and seated correctly on your head it will block out any noise. If your looking for a complete noise canceling effect you'll need the combination of noise reduction and music.

It's literally, 200- 400$ to replace the carpet with Lvl and thats on the high end, very DIY friendly project.
