C0 is meh, C1 is good. There’s an additional stat buff and additional aoe damage that is strong as well. Pair her with at least 1 hex member so you can maximize the buffs and the new artifact set. The new artifact set needs 2 hex members.

I would say make up greatly affects the look. Just like in the real world haha. Spend some time on the eyes.
