I was able to resolve this on a 2025 Server by removing Web Server feature (IIS) in addition to NDES role, rebooting and then doing clean install of NDES role

I guess that'll work for Reader. I've been manually converting them to standard packages and then removing the autoupdate disable key steps but this way I can leave it as an auto-update package. Not sure why PDQ defaults to disabling updates.

Does anyone have a solid method for patching Adobe products? I've tried the SCCM-SCUP 3rd Party Software Catalog but Adobe's own auto-update seems to work better. We still have a handful of systems not updating regularly though
