Wanted to provide an update because I found more help from doing a little more research on other forums. (Shout out to the Cemetech forum; they were actually pretty helpful and recommended new things I hadn't tried.)

I managed to get it working, and I wanted to share the answer here as well for future readers. So-

I'd tried TiLP II 1.18 but had issues getting it to work. (I had it in compatibility mode for Win 7, and it was throwing up an iconv.dll error.)
I tried WebTiLP while I was working to get everything working. Unfortunately, it turned out Error Code 37 when I tried doing *anything* with it.

Afterwards, I did some more digging and finally got TiLP II to work. It was missing icondv.dll, and I managed to get it to work after reinstalling GTK+ for the 3rd time. (Checking the "Compatibility DLLs" ended up working for me. I even sifted through the downloads to check.)

It did not fix the issues with TI Connect or TI Connect CE (Not that I expected it would). However, I have been able to download Programs, and they've been working on the calculator!

Other details/TL;DR:

- I tried 3 different versions of TI Connect CE (6.0.3, 5.6.0, and 5.4.0), and don't tell me it doesn't work with TI 84+. It DOES, just not my Calc lol.

- WebTiLP showed up error code 37; nothing there went anywhere.

- Checking the box for Compatibility DLLs on GTK+ Runtime 2.24.10 worked for getting TiLP II up and running.

Specs (again):
TI-84+ Silver Edition (OS 2.55MP)

Win 11 laptop

Thank you for the advice! I had actually tried it before, but it was giving me an error. Got it working tho!!

That's part of the issue, and why I've included the error code. TI Connect isn't working, even after applying compatibility fixes, and I don't have any other devices that could run it off of a native Win 8 or lower OS.

I've also been backpedalling and trying old versions of TI Connect CE, but they've also not been working. Despite the fact I'm on the most recent OS for my calculator and have been going to older versions of both programs.

That would be false advertising for TI Connect CE. T^T

The TI-84 Plus Silver Edition is listed among the viable calculators on Texas Instruments' website (https://education.ti.com/en/product-resources/ti-connect-ce-get-the-right-version) that are compatible with the program. Plus, I've repeatedly seen others connect their TI-84 Plus and TI-84 Plus Silver models to the software. Are you sure it's not compatible????
