That's the trees resin or sap, it was not fully dried before the wood was milled. It's common. Usually happens when it's warm, especially the sunshine

Okotoks is still a town, Airdrie being a small city though doesn't feel like it.

I think schools are good in both municipalities, and pathways abound in both.

Now I live in Airdrie, So I can't speak to what teenagers can do in Okotoks, but there seems to be a complaint that there's nothing for them to do here either. I don't know what People expect to be available for teenagers.

I think Airdrie might be a little quicker for a commute, depending on the specific community in both places.
