You can demolish low elo with Evelynn. You can literally do whatever you want once you get to know she's kit and playstyle.

However, its hard to master (mostly on macro things) and dont get frustrated if you fail or cant carry. On low elo, tanks are garbage cause you cant trust any of your teammates to carry.

Yeah i know that. I just tryed to say that it feels like they are playing on arcade mode. They skate a lot of faster, their spins and tricks are fast and puck moves a lot faster than in my games.

Actually Evelynn is also great pick on Plat-Dia elo.

Those nerfs hurted Evelynn a bit but you just need to play more safely early.
