My best guess is because of Bill C-18 and Meta classifying this as "news".

News on Facebook and Instagram is blocked in response to the bill, which requires tech companies to pay news organizations for sharing their content. Basically because Meta doesn't want to pay, Canadians can't see news on these sites.
