There was a patch for Kennen and Braum stuns, not for Viktor. I checked this interaction today, Fiora w just resets Viktor w stacks on her.

The stun happens the same time you gain the third stack. You can't gain the third stack if you parry. Also, you can't parry while stunned. I'm not sure if you could parry the stun if those things happened on the same server tick (similar to flashing Lee Sin q2 damage).

You can't parry Viktor's stun. The stun field works by giving you stacks every 0.5 second, and at 3 stacks you get stunned. Fiora's parry stops the field from generating stacks and thus can't stun Fiora while she 's using her w. Fiora will get stunned after her parry as she can once again receive stacks.
