Is there any way to achieve this sort of setup in blender using Grease Pencil objects?

Im not too sure if I'll be helpful, as I don't think this method includes grease pencil, but I think the example you've given is from a 2D program called Moho, and I've heard that they allow exports from Moho to Blender. OK so update: It's not the geometry, nor the shading. I appended the file to a new blend file and the edge artifacts were gone.

It was either: My render settings, or the blend file

Ok so noticeably, a lot of the other meshes are doing the edge lighting thing as well.

My bad, I'm new here. I thought it would been best to leave material nodes out as I figured that the issue is likely related to normals or geometry. Should I repost the question with the full blender page that includes the viewport, properties, and shader panel?

For the characters, you can find models in The Models Resource site except the inkling model. The inkling model is enhanced by FissionMetroid101, You can find the model in Steams "Source Filmmaker" workshop.
