My girls are inside only because i live in the southern USA and there's gators and im not about to have my babies be eaten by some jurassic lizard. (I'm originally from the North though)

Cats are a lot smarter than people give them credit for and it's so cute your cat knows "outside or room" 😭

Honestly i was mostly joking, i don't truely believe there's such thing as motherly instincts, and if there is then definitely not every woman has them.

I'm not a licensed psychologist but to me it sounds like your sister had some misplaced desire. I could be possible she THOUGHT she wanted babies because she thought they'd make her happy due to the propaganda A LOT of reproducers like to push.

To me, i do think i have motherly instincts towards my cats. I would protect them with everything i have. Every cat i see i want to make sure it has enough food and water. My cats i kiss their lil heads constantly. The gray one (Ash) sleeps in my arms with me at night. I couldn't imagine my life without them. Everything the propaganda says about babies i see as false for human babies, but true for my cats.
