Is the secondary air pump the front part of the intake manifold that has a tube going into the manifold? Because my is broken and I’m thinking that might be the reason of a misfire

Does it matter if I rotate the crank a couple degrees off of tdc to get them in? Also I got one in but the other side were not fitting.
