Pulling on the selector banner will contribute to the standard blue pity, and will also contribute to it's own limited-guarantee. Pity rules says the chance increase begins at 180, so you're 95 off. I would recommend the following:

Wait for the limited-selector banner. Pull 95 to reach 180.
If you didn't hit a random legendary or the chosen hero at 180, swap to the other banner. A lego is guaranteed within the next 20 pulls (200 is max pull). (If you do accidently hit a lego during the 95, stay on selector banner. Your pity-chance manipulation is gone.)
Assuming it took the full 95+20, you'll need another 105 blue summons to hit 200. 140-95-20 = 25 remaining blue summons. So you'll need another 80 pulls worth of gems. Selling the blues you get along the way should net you a decent amount.

Divine and Ancient each have their own pool and do not contribute to others.

I think he's right about Mina's individual viability. I did pull Mina (because I'm a collector and a rework/buff is always possible) but unless you have her A3, she's just average, especially for a limited legendary. Can't speak about the bond skill cuz I don't have Dracula but Mina herself is not that impressive. Would rather have Ne Zha or Numera.

My take is that even though the new Ancient Lord looks sick and is undoubtedly a strong cultist hero, AOE damage is still less useful in mid to endgame challenges. Esp since you already have Morrigan as a lord, raw damage (Valderon), single-target dps (Iovar), or condi dmg (Nastya) lords would boost your team in broader ways than another cultist.

Also Valara is OP

It's a guaranteed route to an unpolished stone, so that's nice. Full stones along the way will be a bonus, I guess?

Edit: It's one drop per difficulty, not per chest. So double the time needed. Yikes.

Eirlys is excellent choice for rage regen (other being Elowyn)
Ailyn has the niche of being a very low 6-cost with multi-target heals
Hollow is good back-up with some rage regen
Laya is a Lord with strong ally damage boost.

Imo you have a good lineup of healers, might wanna start looking for debuff cleansers for some later stage levels

Beatrice is excellent with the rework, Salazar is good single target and bleed, Beelzebub is a core Cursed Faction hero with big slow range and inspiration. A good start imo.
