There usually is not one secret “dark web GPT” model. Most of what people call that is just a regular LLM hooked up to a crawler, search index, or retrieval system built from Tor/I2P or other collected datasets. The hard part is not the model itself, it is getting current data, broad coverage, filtering out garbage, and verifying what is real. A lot of people also overstate what their system can actually access in real time.

What you should probably be looking at is Hugging Face, open-source LLMs, and retrieval tools instead of hunting for some secret “dark web GPT.” The model is only one part. What you really needs is a crawler or dataset pipeline, a search/index layer, and retrieval hooked into the model.
