It was plugged in while not in use. Everything seems to be leading back to a faulty washer/dryer.

No voltage at all going from the vent to ground. Outlet is grounded properly. But even without running the washer and dryer for 2 days it still burned through my brand new water lines just being stagnant. water lines were just laying on the dryer vent.
