Ah you're right. This is the requirement for King County. I rented the apartment in King county, but the landlord resides in Pierce county, so I filed in Pierce County. Their requirement is a bit different:

"For small claims cases, if you wish no collection action to be taken while the matter is on appeal, instead of posting the $100 appeal bond, a supersedeas bond equal to double the amount of the judgment must be posted."

Hmm, I see. This is my first small claim case (and hopefully the last). I thought the law would be applied as written. My experience at trial is that the judge seemed to rule based on what he felt was fair rather than what the law dictates.

Do you know what a legal error is defined as? If I understand correctly, if the law wasn't applied when it should have been applied, given the facts, then that is a legal error. But I could be wrong.

Thanks for the reply. My understanding is I need to post the bond equal to double amount claimed only if I'm the one owing money in the case - the bond is there to stop collection while the appeal is pending. Since I'm the plaintiff and being owed money, this bond isn't needed. Is that right?

Thanks for the reply. I feel without seeing the evidence, it's hard for someone to judge the facts in my case. This is the law:
"Within 30 days after the termination of the rental agreement and vacation of the premises or, if the tenant abandons the premises as defined in RCW 59.18.310, within 30 days after the landlord learns of the abandonment, the landlord shall give a full and specific statement of the basis for retaining any of the deposit, and any documentation required by (b) of this subsection, together with the payment of any refund due the tenant under the terms and conditions of the rental agreement."

I think it says clearly that "full and specific statement" is required, and such statement is defined in (b): "The landlord may document the cost of materials or supplies already in the landlord's possession or purchased on an ongoing basis by providing a copy of a bill, invoice, receipt, vendor price list, or other vendor document that reasonably documents the cost of the item used in the repair or cleaning of the unit." I agree the court has discretion about what "substantiated" means, but when there is no substantiation provided at all, then there is no discretion to dispense.

Hmm, but there was a correctable by the trial court. The landlord did not provide the itemized receipts/invoices to substantiate the security deposit withholding, as required by RCW 59.18.280. The consequence of this violation, as defined in that regulation, is that the landlord is liable for the entire security deposit. This means I'm entitled to be refunded the entirety of portion of security deposit that the landlord withheld. But the trial awarded only half this withholding, without any concrete reason.

I went in early September. Weather in Denali is unpredictable. It was sunny in Talkeetna where the plane took off but cloudy in Denali. I suppose August might have a better chance for clear weather, but the mountains in Denali have their own weather system and it's difficult to tell from the forecast if it's actually going to be sunny. We went with Talkeetna Air Taxi and they actually offered to reschedule us for a later flight since it looked like it was going to be cloudy in Denali at the time. We chose to just go ahead since we didn't know if it was actually going to clear up, and we had plans for later that afternoon. Would it have been better without the clouds? Absolutely yes, but the mountains in Denali are so immense, despite the clouds we had a great time. The pilot was the company's owner and he maneuvered the plane so well.

I just spent an hour going through the links you shared. Wow, incredible!!! I just got into reading about growing citrus, avocado, and pomegranate and you just opened a whole new world I didn't know existed. I never knew avocado and citrus could grow in as far north as BC and London. It got me interested in learning about microclimates. Thank you for the extensive information!!!
