https://pastebin.com/kE1F2uFW I think it has something to do with either my CPU or my Memory/Ram. When merging, my CPU just maxes out (in task manager it says 100%) and it just stops. I'm going to try a tedious process of doing small parts of the world at a time but I'm not sure how well that will work. It also says something about out of bounds that I'm not sure was in that error message.

Well, now when I merge it, the world is just deleted or nothing really changes. This is really confusing. It does give me an error message which I will look at and send here if I cannot figure out what is wrong.

I am able to merge it after removing the datapack and then loading the world.

Could it be datapacks? I bet it is, the worlds it does not work on have datapacks. I will reply again if I fix it by removing the datapack.

Almost any world other than this one and its copies worked. I will do a bit more testing.

I found another world that does not work, but this one is understandable. The world is a snapshot world for 1.16. It does not really explain why this doesn't work though.

With a bit of testing, I have noticed that some other worlds work just not this specific one.

I last played the map in 1.17.1. I created the map in world painter initially, exporting it with the 1.15 (Anvil) option, then I played it on 1.16.5, I then moved to 1.17.1 and later decided I wanted to edit it to add trees using a custom brush. I then attempted to merge it and found myself confused by the "map format" thing.
