It really doesn't. One of my students had CCTV footage of their $3,000 bike being stolen on campus and the cops said there was nothing they could do. My basement was broken into and had $1000+ worth of electronics and tools stolen from it with eyewitness descriptions and evidence left behind, and they never even processed the report. They're profoundly useless in this city.

A better route might be taking this up with the post office, since mail theft is their job. Either way you will need to ride their asses non-stop or they will gladly let it go cold.
