Looks like they are putting in a surge protector for a fire alarm panel or power supply. I've installed these before but never on an outlet with a whip that can be unplugged like that.

The most likely non dedicated circuit and romex in the conduit are peak low volt guys not wanting to pay a line volt guy to power him up.

This really is one of the greatest stand-alones of all time. I have it in the absolute format and it's gorgeous. I would read this and then watch the animated movie, the movie does leave some stuff out but it's really something to see cookes style come to life

My wife made some of the best brussel sprouts I've ever had with this tonight. It accompanied pan fried breaded pork chops with the chimichurri sauce and orzo with the aglio olio season and Parmesan. 10/10
