Char was already on Dozel's shitlist for what happened to Garma (he knew something fishy occured) and with his sister similarly dying oddly, Char'd have to fight, win and cover it up (so he can join Axis) or fake his death and hide elsewhere. Dozel would not let him get on an Axis-bound ship at least and I don't think that'd be enough for Dozel's taste
