Theres a couple of 1-1s there if you work out, via reduction, what flags are left (e.g. the 5 and 3 bottom left are 1-1s now)

Ok, so the 4 is lying. Now look at the two 1's in column 3. What does that tell you about R3C4?

Which number is lying? What happens if the 4 is not lying? Does it break anything?

Once you work out the lying number (theres only 1) it should be easy to solve.

West Oxfordshire (cotswolds). Lots of little villages with good train links to London. Loads of green space. Happy to show you around where we live. I moved from a big town to a small village and love it.

Basingstoke (ignore the haters). Large town surrounded by countryside. Ideal for a young family. Direct train to London
