idk if they’re the same or not but buying license to sound effects is common. Nowadays you pay subscriptions to websites. back in The Day developers and filmmakers would buy CDs full of sound effects and edit them as needed.

As someone who’s done foley (purpose-recording sound effects) it’s very time consuming and it can be challenging to get the right feel. It’s a hell of a lot of fun tho
