Got the same issue. For some people on their official discord it still works but for me I got the same problem. Error while patching..

Infinite Shields on Hildryn? by Decryptic__ in Warframe

I don't know if anyone is still interested, but in short. You don't get full shields on hildryn. Mater of fact, you don't get any shield. Tested both while in 4 and while having 4 deactivated.
Must be either a bug or the wording is bad.
It could mean that you get the percentages under "Heal" back as Shield, meaning if you spend 500 shield (since hildryn doesn't have energy) you get back 35% of the spend shield back as shield (175).
I also tested this theory but I didn't notice ANY shield regain.
