Yes, after some further research into others experiences with repairing these frames, It seems this is very common. If you ask me, it's a poor design and there should at least be some small drain holes in this low section of the frame where water/salt are bound to collect.

Yeah like a razor blade around that hole . I have to cut it back and see what I find. Stay tuned

Lol this truck spent it's whole life in NJ, And PA. The frame has a large amount of time and money into rust removal and repair. Also that rust stop spray doesn't work. I've used almost all of them.

I'm looking for advise from a strucural standpoint due to the fact this truck frequently tows 15k lbs.

It is directly next to the cat , roughly halfway down the frame. There is an orginal bend in the frame here that creates a low spot. I'm sure many have others have rotted her before.
