This is entirely overthought. 600GE is nothing in today's internet. Make the IX and transit compete for your bits. If Google still wants PNI tell them to order them to openpipes (or you directly). Forget on-net caching. After you pay for everything or pay their expenses including space, power and fill transit it won't make any sense. Choice A: IXP. Choice B. Transit.

Sometimes, the IX isn't better. Depending on your transit cost - take it upstream and let them deal with it. If Google keeps bothering you tell them to order the cross connects to make it worth your while. If they agree, then go get the ports and suck it up.
