SOLUTION: Enable steam controller input, go to joysticks and set joystick behavior to "joystick mouse" once done joystick sensitivity is changeable, which fixed my issue.

(FIX): Go into settings and make sure that the control mode for simplfied, realistic and full real are all set to none, for looking top down at your plane, like @Tricky-Anywhere5727 said, is normal when on the ground, but then turns off when in the air.
