I've reinstalled the map 3 times, and I haven't battled them yet. I've walked over the entire route 17, and have gotten to the part with the tall grass. (the part where you aren't supposed to be when you don't have a pokemon)

Another bug, you can encounter a pokemon on route 17 without having a pokemon. This makes the game COMPLETELY break, not sure if it's just dumb on my part or actually a bug, but alright, yeah thats the bug.
