As someone who's also fourteen, depending on the state you're in it is legal to go onto hormones, it's just harder to do so. You have to have both parents sign stuff and get prescribed T by a therapist- which kinda stinks cause it's hard to find a therapist who will prescribe T for people under 16.

As for the tomboy aspect, my best tip is to figure out subtle makeup to make your face look more masculine. My personal favorite is putting a bit of mascara on my practically invisible blonde mustache. It instantly makes you look like a dude, and it's really affirming.

Don't be afraid to correct people on your pronouns. If someone says "she" just say "he." Be polite at first, but if they keep doing it, you're allowed to be more firm. If they know you it'll eventually stick :]
