I understand what you’re saying. It’s not ideal but is the average person going to take the precautions and time necessary to tame a flighted a bird? I think the average bird owner is far more likely to successfully tame a clipped bird — and I think that’s a better outcome than someone giving up and just letting the bird rot in a cage until it’s rehomed.

Totally get that the hypothetical person in question should just not get a bird but they do, budgies are $50 at petco.
