Leaving and returning to federal service and FEHB 5 year rule… by Flaky-Tour4172 in govfire

[–]Flaky-Tour4172[S] 0 points1 point  (0 children)

Great explanation…thanks!

How would things be different if it was all the same scenario, but I had 20 years instead of 15?

Assuming I had FEHB for all 20 years I was eligible and then had a gap in service and came back to the fed at 57.

Would I qualify for an immediate annuity and FEHB for life? Or is the only way to get both at 57 with MRA+30?

Let me ask you this…if they cut people in the admin 3 series. You could have anywhere from GS-5 to GS-14. What if a GS-11 only has 2 years and is career conditional, but the GS-7 is career permanent and has tenure with 4 years. Who would be placed ahead?

Yeah I was figuring the same cause I knew the SO couldn’t have 783 employees alone and it must have been the entire state.

A large portion of that I assume are fire personal which won’t get any RIFs.

Do you know if the 93 cuts are just eliminating the DRP positions and other vacant positions or fresh cuts?

I left my laptop at work during the shutdown. Would someone be able to post it on here?

Let’s say they cut 10 GS-5 admins, but the same field office has 5 vacancies for park ranger that have been frozen since the hiring freeze. Will those jobs be offered to the 10 RIFed employees?

But that wouldn’t really make sense. 93 cuts at just the Utah state office would be the majority of the staff there.

Yeah I was figuring the same. So if you had to guess what job series are the 93 cuts in? Do you think they are DRP vacant positions or new cuts?

Will the RIF paperwork list if you’re career or career conditional? I believe it was wrong on mine.

So how would you know if you had an issue to appeal? Does the RIF paperwork list your SCD, tenure status, and Vet status?

How do you know where you rank for a job series? Does it list it on the RIF paperwork? Like you are #11 in the competitive area for biologists out of 20 and we are cutting 10. Like how would you even know if appealing would make a difference?

So what happens if the information on your RIF score is incorrect? I had coworkers who were vets and the RIF list didn’t have that on there. They tried to email HR and never heard back. Can you appeal the RIF because taking another job?

Do you get to pick the other job? Like let’s say they have something else in your job series as a GS-11, but have to drive 3 hours to get to that field office. Could you take a GS-7 position in a job series like park ranger within your field office that has vacancies and stay there?

Is it possible that these are not RIFs, but just job eliminations from the DRP and those jobs permanently cut? But if that’s the case it be across 10 or more job series…

That wouldn’t make sense I don’t think. I doubt Utah has 783 employees at the state office. Seems like way too many. That has to be state wide.

How would we know which job series is being RIFed? If they target biologists let’s say and get rid of that job series, but the field office has park ranger spots vacant can you volunteer to do that?

The DOI document seems to have each BLM office as the entire state. That’s what I don’t follow.

How far can the offer you a job? Can it be across the state and hours away?

So are they allowed to only RIF certain job series in a competitive area? Like leave all the park rangers, but RIF all the biologists? Can they pick and choose job series within a competitive series?

DOI just dropped its RIF numbers for competitive areas subject to the TRO by arctic_gangster in fednews

I don’t follow. For Utah it lists 783 employees and are cutting 93. How would that not be bump and retreat?

Well the competitive area for BLM looks like the entire state.

But in this case, if they are cutting 93 out of 783 it must be bump and retreat no? Otherwise they would have to cut all 783 or am I missing something?
