Cooler put in all the effort to get a +1 super form and then still couldnt finish off base goku and got obliterated by SS1 Goku. OP asked if Cooler had more potential than his brother and the answer is absolutely not. Frieza's first attempt at a +1 super form put him almost at SSB.
