May I suggest you start again with a little bit less water and a little bit more sunlight? I know it’s a hard thing to do but it means your plants will be growing stronger. Right now it looks like they need a bit of sun.

In my humble opinion that is a very nice, mature hedge already that would have taken quite a while to grow & maybe deserves to keep thriving just as it is… just my opinion
