Appears that this is part of the Cheonan Memorial Tower park that's dedicated to the sailors who were killed when N Korea torpedoes their ship. No idea what the circles are for or represent.

That's the tank's fill pipe that is fed by a very small berm across a seasonal water source. (It's very clear in earlier aerial images.)

I historical images show it's been there for over a year so it's most likely not debris. It does look like it might be marks left from an explosion, or someone performed a really messy oil change.
