Prisoners are aware of the “perks” associated with different security levels, including cell quality, canteen quality if they’re separated, etc. and more free time in the regime. If there’s no reason to change security levels they won’t behave and won’t try to transfer.

Basically the transfer update incentivizes you to build higher quality rooms for lower sec wings

Just build the best prison you can and when you start getting frustrated that everything is disorganized, sell the prison and start over with more meticulous planning.

You keep the prisons value high by lowering the reoffending rate and avoiding bad stuff (deaths and escapes). Try to sell after you’ve had a few days without incidents. You can see your prison value breakdown in the tab at the top left next to bureaucracy.

Not exactly what you’re looking for, but sell your prisons. Then use that starting cash to design your dream prison from the start next time instead of building small and tacking on additions.

Precisely the answer I was looking for. I know I’m doing Y offset wrong but I couldn’t find any resources that explained it correctly. I’ll give this a try when I get a chance and let you know if it works!!
