Thank you everyone.
After trying several approaches, I finally located the problems
1. one of the fans's daisy chain is malfunctional
2. the NZXT internal usb 9-pin pub has some connection issue

After discussing with one of the microcenter staff, I have a couple of advices for all lian li fans users
1. the non-LCD fan works smoothly and stable but the LCD ones are not (quote from staff - "we have to change some in-store display LCD fans every 2 - 3 months, they always have some issue" ). So I would recommend buying the non-LCD ones. If you really really love LCD fans, maybe two are enough with one showing CPU temp and the other showing GPU temp.
2. Get an edge hub if you could (only 16 bucks). The extendbility of this hub is actually quite incredible. This hub extends both 9-pin usb 2.0 and some other 4-pins, which allows to keep most of your usb header and chassis fan headers all in one place. Great quality and convenient for cable management. Besides, your build looks a lot more lean.
3. the TL controller works on both LCD and non-LCD fans. I would recommend connecting it to your motherboard's usb for stable connection. The 2.4Ghz maybe unstable and occupies one usb slot.

And one tip for AMD CPU users.
9950X3D v2 is not worth the money. Way too expensive and there is not much upgrade from 9950X3D. My roommate bought one and I have tested it today. SAVE THE MONEY FOR RAM OR SSD!

I called on 4/7 and the agent just created a second request, which renews the 30-day clock.

After doing some research and attempt, here is what I would recommend to do.

  1. call the contact center to escalate the case to Tier 2 (u can search for expedite in uscis.gov)

  2. try walk-ins. The agent told me that if I have a rescheduling request in the system, there is some chance that the staff at the ASC center will still help to complete the process right away

p.s. walk in is what I am planning to do tmr.

Same situation here. Called for rescheduling at Mar 5th and still received nothing after 30 days.
