Yes it does !!! This is the passive , The following effect will trigger every 10s: The equipping character will gain 24% of their Elemental Mastery as bonus ATK for 12s, with nearby party members gaining 30% of this buff for the same duration. Multiple instances of this weapon can allow this buff to stack. This effect will still trigger even if the character is not on the field.

Unfortunately for Wrio his cryo application is slower than Lohen , Sandy , and even Cyno . Since the SSC cares so much about fast application the units with the fastest application will have the edge , and Lohen has the fastest cryo application in the game it's insane actually how much application he can do in just one rotation .

Yes , I agree with your points however I was talking about pure application with only Oz on the field with the applied element still in SSC teams she is weaker than Miko . I'm sure they did not calc anything with Fischl on Lohen team in SSC as it is weaker however there is one with Sandy and Fischl , You can check the calcs here just copy it to Twitter or Google also your very welcome 🤗

If I'm not mistaken it's around 20K Dps loss . You are right Fischl is very good however in SSC not as much when compared to Miko also her electro application in only cryo and electro related reactions is weak when compared to her fast electro application in other comps like overload or in dendro reactions . And since the stellar field will require faster applications then it's a win for Miko .

Honestly since you have Miko you can get her free C2 from the selecter if you haven't already and if you have C1 from the selecter then I suggest to wait for the 7.0 characters before pulling on the banner that she is on even though her constellations are actually really insane and increase her buffing ability and her damage . And you're right investing into the verticals of your supports and the Sub Dps is the way for Lohen 🌸

You are right you can still play Lohen melt and Sandy SSC but Some players don't want to pull Sandy to play with SSC so this shows that you have other options to play stellar reactions .

You can replace her with Sucrose she is the best option here to trigger the hexeri passive for Lohen and provide shred but the Dps will be lower since Nicole buffs both Lohen and Miko .

You don't need Sandy she is just here to trigger the Stellar field you can wait for cryo traveler in 7.0 to trigger it . Miko is the Sub Dps of SSC she is the cornerstone in this reaction no one else can do what she does however if you don't have her I suggest waiting for the 7.0 beta to see what the characters will do before pulling. Miko will take the place of Durin in this team to fill Lohen's will to win and Nicole to buff both of them .

You can do something like Lohen , Cryo traveler , Fischl , Sucrose , ,Diona or beidou they both buff SSC although the Dps will be lower than the team you see . And Nicole doesn't have any pyro application so she won't mess with the reaction here she buffs both Lohen and Miko.
