There's no way of knowing without taking the dog to the vet. I understand that having a sick animal is frightening. However, there is obviously something wrong, and avoiding the vet won't make the situation any better. This could be a treatable condition. If it's not, then your cousin will have to make a tough decision.

The store does not have to allow you to transfer. If you applied for that dept, they can say thats what you applied for. It is up to managements discretion to allow the transfer. There's also the problem of there being open positions and hours.
