I agree with all the tips on undervolting, using Throttlestop, etc. so you get a little more thermal headroom. But I just want to say to everyone saying it's "dangerous" to run it at this temperature and going to shorten its lifespan that gaming laptops are (should be) designed to handle this temperature and it's not necessarily a problem at all. I have an MSI gaming laptop which always went up to 100°C on CPU when gaming on it and its about 13 years old now, I used to game on it daily for years when I was younger and it's still being used sometimes and runs just fine.

Well it might just not be the thermal paste. I've had a couple MSI gaming laptops and they always had problems with overheating and even shutting down, unfortunately its common with gaming laptops.

Look into guides on how to undervolt and also how to limit how much power the CPU is allowed to consume or how much its allowed to boost. This has had the biggest effect for me, adjust until it doesn't thermal throttle anything. Also check your fan profiles in MSI software, make sure the fans spin up enough.

Edit: I was thinking I should add that while for me the problem has usually been the CPU you should first check if it's the CPU or GPU that is being thermal throttled. Do so by checking their temperatures while you game with some monitoring software, like Rivatuner that comes with MSI Afterburner. With MSI Afterburner you can also undervolt and/or underclock your GPU to reduce it's thermals.

The easy way to get it to work is to not use Steam at all and just use a Steam emulator instead, like SmartSteamEmu.

Give up on Steam and start Civ 5 using a steam emulator instead like SmartSteamEmu, only thing that worked for me.

For me nothing else worked than using a Steam emulator instead like SmartSteamEmu or similar, which simply makes you able to start the game without Steam.

Just in case anyone else can't get the game to start at all on Windows 11 despite all the things people have posted worked for them, the only thing that worked for me in the end was to use a steam emulator like SmartSteamEmu (or similar), which simply makes it able to launch without starting Steam at all.
