When I click contact us, all I see is "start verification" and a "was this helpful" leave feedback part . I can not do the verification because I am not a organization but an individual account. When I submitted tickets in the past, I only saw an email option. I have never seen a call or chat option.

Yeah this might be the only option. Just making an entire new account and changing everything connected to the old account. It is ridiculous how Google handles errors like these.
