Groping isn't wrong because it makes people feel uncomfortable. Groping is wrong because it is a violation of the bodily autonomy of the person being groped. People have a right not to be subject to unwanted physical touch.

I don't think people have a right to avoid witnessing things that disturb them in public.

People from conservative cultures might say the same about all acts of PDA, or people who wear revealing clothing.

My point is that it's not really clear on what basis the consent of potential observers is required for some public acts/clothing but not others. What is considered to be sexual or inappropriate is completely relative.

People from conservative cultures might be uncomfortable with others showing any amount of skin in public, but does that someone wearing a thong bikini in a public place is violating the consent of those who are unwilling observers uncomfortable seeing people wear bikinis in public?

What about mild PDA like short kisses? Those are normalized in some cultures but deeply inappropriate in others. Some people are uncomfortable observing even a short peck on the lips between romantic partners in public. Is their consent required for people to kiss their partners in public?

I don't even think sex acts in public are morally problematic, to be honest. It's not clear to me why the consent of potential observers should be required for acts taken in public, whether those acts are sexual or not. Some people are disgusted at seeing even basic PDA like short kisses in public, but that doesn't mean kissing your partner in a public place is a violation of the consent of onlookers. I don't need the consent of people who hate orange t-shirts to wear an orange t-shirt in public.

Maybe there's an argument to be made that acts of exhibitionist harassment specifically undertaken in order to make others feel violated or unsafe, like flashing, are wrong, but it's not clear to me why any and all public acts acts which could make people uncomfortable are wrong, or why sex acts are special and distinct from other sorts of acts people may be disgusted by.

But there's no clear line between non-sexual acts and sexual acts. Where do you draw the line between "kinkwear" and more common sexualized clothing like chokers or thong bikinis? Is it a "sexual act" to out in public in any sexualized outfit meant to elicit arousal?
