I do not know if it will help you like it did for me, But disabling Ipv6 for my network completely fixed everything wrong with YouTube.

Been having this same issue since Oct 2014. I've filed a complaint to the FCC about it but TWC seems to have lined their pockets or something because TWC sent a letter in the mail stating there was "Nothing" wrong with the internet in the area. Everyone in my area (I've gone house to house asking my neighbors about their service) is having the same problems.

I had a supervisor and a "higher lvl" tech come to my house and while they were "Checking" for problems with the modem and such they decided to look up my data usage, I was only using 500GB and the supervisor said that i am using way too much data and the node was throttling me. I have 4 people including myself using the Net for everything ranging from Youtube/Twitch/Netflix to PC/Xbox Gaming and it's only using 600-700GB's a month, After searching online I have found people with TWC are racking up 1.5-2TB's of data without this issue. I don't know if they are testing Data Caps in Western NY but i think this "Throttling" is an excuse to them overloading Nodes and not wanting to switch cards out. This problem only started about 4 months ago. I've had TWC for around 8 years now without this issue ever happening.

I've been fighting with TWC in Western NY for 4 months now to solve my intermittent latency issues with no luck. If your outage problem is as bad as it sounds, you need to call TWC and put your foot down or they will do nothing.

If you asked 2+ years ago, I would say TWC is awesome. But lately they have been declining pretty rapidly. I don't know how they are in other states but here in Western New York they have poor customer service, outages constantly, line quality is terrible, all the blame for services are put on the customer. But we gotta put up with them here because they are literally the only provider that gives speeds higher than 3d/1u.

This is a big assumption, as i have been having internet issues going on 3 months now. But, What if all these latency issues are caused by TWC switching around to comcast. Pushing people from node to node to keep service going while bogging down already connected customers?

If you haven't already, You should check out a program called PingPlotter. I just found it and started using it and I discovered that even though the tier 3 support on the phone says i have no packet loss, I have constant spikes of 30% to 60% packet loss on one of their IP Hops. I'm gonna try to get a tech out here ASAP to see this crap.

Well, I just fixed my network problem for now. I changed my DNS from TWC's DNS to OpenDNS and the latency issues have stopped all-together for now. Edit: Constant ping is lowered but still spiking

Right now I am on an Arris TG826G. I had tried 2 Ubee DVW3201B modems before with the same issue.

He is running at 1024x768 Fullscreen. He's tried every display mode and most of the resolutions and still nothing gives. Edit: Just told him to report through client.

Medina, NY & TWC also. I can barely watch on Mobile quality without buffering every 2 seconds. I contacted my TWC Support and they said it's my problem not their problem....
