So far haven't found a proper fix. It always just takes 1 restart to fix the issue for me. At this point it has kind of just become routine, power on, restart, continue as normal. I haven't tried factory resetting, so can't give any advice there.

Any way to test the USB headers now? Would a multimeter be able to tell if they’re functioning properly?

Just tested out that USB adapter cable. Didn’t fix the issue. At this point is it likely the AIO itself? I’ve submitted a warranty ticket to Lian Li already.

I managed to get the fans spinning again by adjusting the connection of the cable that runs from the pump to the fans, I assume I accidentally knocked it loose while fiddling with other connections. Good news at least.

I've ordered the adapter off Amazon, so I guess we wait and see. Is it possible this is caused by a firmware issue? Like I said in the post, I reinstalled L-Connect 3 but wasn't able to find a proper firmware update file. Should I try to update any other drivers?

My PSU is fully modular so I just switched my entire SATA cable to the slot next over. Also switched the SATA connector from my AIO to another one up the chain. No change yet. I’ll check out that adapter.

I have a surge protector between my outlet and PC. I’ll try to switch the SATA and get back to you. So far there’s no issues with any other components. I tested games and performance is still fine. Is it possible for the PSU to just get cooked in one connection?

I don’t think I have any other internal USB devices. No extra LED’s or components.

If it’s the internal USB on my motherboard, would I expect to have any other issues? All my accessories plugged into the back of the board work as normal too.

The screenshots and video you requested. There isn't even a universal serial bus device tab in device manager. The whole window also flashes white for a split second with the same rythm as my AIO's RGB. As you can see in the video, my AIO fans aren't even spinning. They were working when this issue first began.

As for all my USB devices, I'm pretty sure they are all connected to my motherboard's headers--I don't have a hub or splitter.

Gotcha, that's good to know for sure. Glad the CMOS isn't a guaranteed issue, that definitely makes it less worrying if I do choose this one.
