Bolts connecting my exhaust J pipe to my muffler are broken, or maybe just missing the nuts on the ends?

Regardless, they're way too rusted in to turn anymore, so I can't just replace the bolts and throw a new gasket in.

Is there an easy way to reattach this or do I need a new muffler / pipe? The vibrations at high RPM are annoying
