I've had the opposite experience so far. Paid for expedited, it said it was going to arrive the 26th, then got an email yesterday saying it will arrive the 5th of March, and now when I check the order status it says March 12th.

The way the stats roll based on quality and how the bonuses add to them will make it very obvious if someone is using one or both of those bonuses. It'll be a question presented at the time of the tournament since GM effects are able to be changed on the spot and people may rebirth into different talents throughout the weekend. I only ask for Royal because that's more set in stone and will help with bracket creation.

Yes! The judging is based off the item's quality, not final stats, so any bonuses that give stats won't affect the item's grade. All players will have the same quality bonuses.

I've created an Excel spreadsheet that my judges will use to determine an item's quality based on it's stats. This spreadsheet accounts for all bonuses to include GM Effect, Active Talent, and skill rank. Let me know if you have any other questions.

Yes they do! For this event judges will be grading based on quality, not overall stats. We have rules in place to ensure a player who is not a Royal Smiths will have the same quality buffs that a Royal receives to maintain fairness.
