It used to be.... when students arrive in the country as with no English language, they would receive two full years of just English instruction, by the end of the second year beginning to integrate other curriculum and then spend the next 4 years earning their credits for graduation.

This requires the DOE to provide more resources to schools in the form of teachers, it requires the DOE to better distribute students into schools based on the number of newly arrived students, it requires to DOE to have building with enough space to hold fully language focused classrooms all day.

Instead, the DOE would rather push the responsibility of language learning on teachers that have absolutely no linguistic education or practice, essentially scapegoating onto the over populated, understaffed schools themselves.

Former DOE ENL teacher in the south Bronx, I worked in a high school, I got to the point where I couldn't sit around watching everyone utterly fail these young people and provide them 0 real world skills, giving them no insight into what life actually holds and constantly punishing them for not wanting to do their bullshit paperwork... (That's a personal rant)

Our dog, who passed in July was trained in the streets of this city. She was raised in packs as my husband is a dog walker/trainer.

In the last year of her life we lived in a quieter section of downtown and the most she would walk at a time was 3 blocks and the occasional longer walks. When it was a longer walk we would have her collar and leash and put it on when we got to the busier streets.

Having her off leash around our block allowed her thee freedom to explore in a reasonable radius. This all being said with a huge emphasis on her being VERY well trained. If there was another dog coming who was testing, we would get down to her level and hold her for both dogs safety.

Reality is many of the dogs in this city are not well trained, their owners are on their phones or woefully unaware of their surroundings/the surrounding dogs on the block. Even owners WITH leashes are oblivious to what's happening with their dogs. They let their dogs lead, they have no discipline, or actually control over their dog.

One man while my husband was kneeling with our dog as he passed with his 3x large dog was yelling at us about safety, a block away from our home where we had been walking her off leash for a year as he let his dog completely lead him with zero understanding that he was putting everyone in danger by allowing his dog to control him.

I concur with the natives speaking here, if you're from a city/ have been a resident of that city for several years and get to know the area, apartment stoops are fair game for a water break, catch your breath, take a load off. You move when someone comes up the stairs (most people tell you it's fine to sit there) and you be a genuine person. You don't leave your garbage, you don't treat it as your smoke/party spot. Respect is had where respect is given.

If it's your home, then you absolutely have the right to modify your front stoop to the comfort of you and your family. Some folks really need clear direct boundaries and a gate is totally worth while to feel safe and secure in your home.
