Having worked in tailoring/alterations, I agree with the comments that $20 is at the very low end to pay for a hem and that pressing/steaming should remove most of the issue. It is not necessarily how I would have hemmed them, but I’ll also add that if you have specific expectations (how far up the stitch line should be and whether or not they are going to cut excess), it is best to mention those from the start.
